San Diego Plumbing Repair: Fixing a Leaky toilet valve. (Replacing With a 400 A Fluid Master). 

When your water bill goes up most of the time it can be easily fixed. Because I would say most leaks are in the toilet see the problem is you can't see the inside of the tank so it's not so noticeable or visible to see the leak. ( The Leak is in the toilet tank, usually, there might be water streaming on the side ).

Fixing a leak, first check the flapper, most flappers just are rubber. Well, the part that lets water into the toilet bowl. This is the Part I am talking about. 

This is the part you replace. 

You might also need to replace the 400 A Fluid Master. This is the part that regulates the water flow. 

In order to replace this, you need to turn the water off. And take the water supply off and replace the 400 A Fluid Master or the Ballcock. I would also say see a video about this in order to understand what needs to be done.

Now the other way that you can determine if it is leaking is. If you hear a constant running of the toilet or if it refills often. I mean if say every 15 minutes you hear the water filling the toilet. 

There are some toilets because of water conservation. That uses a pump-type flush valve instead of a flapper.

See a few years ago they changed the rules for a toilet that were lowered to about a half-gallon per flush. 

Before they were 3 - 5 gallons per flush.
